Summary:
Performs difficult technical and administrative work, interprets, and enforces Zoning Ordinances and related land use and development ordinances.
Thorough knowledge of principles, practices and techniques of planning and zoning; thorough knowledge of the various types of codes and regulations pertaining to land use and zoning; ability to present the results of field inspections and research effectively verbally and in written form; ability to establish and maintain effective working relationships with associates, government officials, representatives of other agencies and the general public; ability to interpret and apply legal requirements and standards; and excellent interpersonal skills.
Performs related work as required.
Essential Job Functions:
Planning and Zoning Commission and Board of Appeals Guidance:
Attends the regular monthly meetings of the Planning & Zoning Commission.
Reviews applications for variances, conditional use permits, subdivisions, site development plans, and zoning changes; prepares written reports and recommendations.
Attends Board of Zoning Appeals hearings to advise Board members.
Maintains recordkeeping and agenda for the Planning & Zoning Commission and the Board of Zoning Appeals.
Prepares updates to the Town's Comprehensive Plan, as required by MD Land Use Law.
Maintains an accurate understanding of the Town's comprehensive planning goals, zoning ordinances, subdivision regulations and other Town codes, ordinances, and policies, providing guidance to the Planning and Zoning Commission.
Assists the Town in understanding the social and environmental impact of planning decisions on coastal communities; to include the economy, transportation, health and human services, and land-use regulation.
Prepares reports and holds public meetings on preliminary, tentative, and final development plans to ensure code compliance and timely delivery of information to the Planning and Zoning Commission.
Facilitate the Town's Permitting Process:
Reviews permit applications for compliance with adopted codes and coordinates with Calvert County Permits office.
Meets with applicants to review their proposals and identifies the proper submittal guidelines to assure that there is a clear understanding of what is required to submit the application - when necessary.
Performs site visits as necessary.
Initiates enforcement proceedings when code violations occur; prepares letters and /or contacts property owners by phone; prepares data for court and testifies on ordinance and violations.
Prepares reports for the Town Administrator documenting approved permits, unapproved permits and permits that are currently in process.
Answers general questions regarding legal descriptions, floodplain information, zoning, census, and general community information.
Administrative:
Assists the Town Administrator with projects and proposals, including grant applications, and environmental reviews.
Drafts ordinances for review.
Monitors the recording of legal documents relating to land use.
Ensures transparent decision making occurs.
Maintains clear electronic documentation of all files that are easily accessible when needed.
Reviews matters related to easements, development activities in public rights of way, infrastructure issues, public works agreements, and structuring certain conditions on development approvals.
Performs other duties as apparent or as delegated.
Required Knowledge, Skills, and Abilities:
Bachelor's Degree in Land Use Planning or a related field.
Master's Degree strongly desired.
Up to 3 years professional experience in planning field strongly desired.
AICP licensure or plan to secure AICP within two years strongly desired.
Skilled in conflict resolution management with the ability to function as a mediator or facilitator when community interests' conflict.
Ability to solve problems using a balance of technical competence, creativity, and practicality.
Ability to manage/undertake a broad spectrum of tasks concurrently, meet deadlines, and produce quality outcomes.
Knowledge of site planning, zoning interpretation, regional and comprehensive planning.
Knowledge of planning and land use law and theory, growth management law and theory, environmental law and theory, and current planning/zoning/land use trends.
Knowledge of land/legal descriptions and basic knowledge of land surveying.
Training in and/or working knowledge of Geographic Information Systems (GIS), MS office and related computer software applications.
Map, plan, and plat reading and interpretation skills.
Knowledge of intergovernmental operations.
Skills in project and development application management.
Skill in communicating and educating effectively, both orally and in writing.
Skill in effectively communicating with developers, members of the public, elected officials, and other employees.
Ability to work in a team environment with multiple disciplines.
Ability to organize and analyze information and formulate recommendations.
Willingness/ability to be flexible regarding work schedule, including work before/after regular work hours, overtime hours and/or weekends as necessary to support Town requirements.
Physical Requirements:
Ability to regularly sit, work, perform tasks manually and by computer for extended periods.
This position requires a moderate degree of skill in problem-solving and decision- making; memory recall as it pertains to relaying details in an oral/written format, and in reading, writing, and speaking.
